1. Proposed title of this feature request : [External Secrets Operator] Default addition of allow egress netpol for proxy server in OCP4.20
2. What is the nature and description of the request? : 
Customer reported an issue with 4.20.
Where they have installed external-secretes operator.
Post installing they observed an issue with the pod running in that project as pod were unable to communicate to their proxy server. Due to the communication blocked by-default added Network Policies for additional namespaces.
After they applied allow egress policy manually for their proxy server and it started working.
Hence, They are requesting this should be added automatically for cluster where proxy is being used.
