      The virtual machine's network adapter only uses the ovn-k localnet secondary network, not use pod network or ovn-k primary network. In this case, bandwidth limits can be set for the virtual machine's network adapter.

      2. What is the nature and description of the request?
      The virtual machine's network adapter only uses the ovn-k localnet secondary network, not use pod network or ovn-k primary network. The customer wants to be able to set network card bandwidth limits to prevent important virtual machines from being affected by other virtual machines.

      3. Why does the customer need this? (List the business requirements here)
      customer require that when there are multiple virtual machines on a hypervisor, users can set virtual machine nic bandwidth limits so that important virtual machines are not affected by others when needed.
