Make the netobserv-plugin-static pod HA in the Network Observability Operator

2. What is the nature and description of the request?

Fundamentally, any workload should HighlyAvailable the operator being a singleton is fine, but the GUI Plugin needs to be HA. Also health checks should be included on netobserv-plugin-static pods.
