Improve Quota Warning Notification Behavior in Quay UI (De-duplication and Bulk Dismissal)

2. What is the nature and description of the request?

Current Behavior:

• Once the quota warning threshold is reached, Quay repeatedly generates identical notifications (e.g., “Your organization has exceeded its quota warning limit”) each time a new image is pushed or a quota check occurs.

• The notification badge count continues to increment, even when the same event type is being triggered repeatedly.

• Users must dismiss each notification individually, as there is no “Dismiss All” or “Mark All as Read” option in the UI.

Expected Behavior:

1. De-duplication of notifications
2. Accurate notification counter
3. Bulk dismissal option
