ABI to provision swap on dedicated disks

2. What is the nature and description of the request?

With OCPSTRAT-138 OpenShift is able to consume SWAP.

This RFE here is about enabling ABI to provision swap on (specifically NVMes) which can then be consumed by OpenShift.

Note: OCP requires reconfiguration before it can be started with SWAP. Because of this, ABI is requested to only provison but not to "online" SWAP. Onlining the swap is planned to be done by an operator, afetr OCP reconfiguration (at runtime).
Alternative is to get OCP to accept swap by default, then ABI could proivision and online swap at the same time.

Achieving higher VM density is a major request by several customers.
