Provide feature to scan all secured clusters for vulnerabilities on-demand

Provide an option on RHACS UI to scan clusters on demand

The security team wants to know the impact of a new vulnerability without waiting for default 4 hours interval. So they need this feature to trigger the scan on-demand and learn the impact at the earliest to take appropriate quarantine actions on the affected deployments.
