Alert if Control Plane will likely severely suffer if stress event occurs

      1. Proposed title of this feature request
      Alert if it is predictable that the usage of the control plane will likely not be able to stand defined stress event, like node outage or upgrade
      2. What is the nature and description of the request?
      Pro-active alert customers, if the cluster is not good enough to stand defined stress events, while all seems to work well, so far.
      3. Why does the customer need this? (List the business requirements here)
      As OCP operates "normal" and covers problems due to self-healing and buffering, plenty of customers are not aware of the real status. So they're surprised if the cluster faces an outage, if a stress event happens. This is about alerting early to prevent severe issue. What will lead to an improved customer product experience, leading to less high severity and less escalations.
