Allow RegExp + SemVer tag filters for Quay remote registry mirroring

2.  What is the nature and description of the request?

Currently very few tag patterns are available [1], customers request is to have  RegExp + SemVer tag patterns.

Skopeo for example allows to specify "images-by-tag-regex" or "images-by-semver", which allows better configuration of the included versions, see

3. Why does the customer need this? (List the business requirements here)

They have many image on the upstream/source repo and currently only standard wildcards are allowed, which does not allow many cases
