1. Proposed title of this feature request

Pre-requisite validation tool before installing  OpenShift and OpenShift Virtualization 
2. What is the nature and description of the request?

Before installing OpenShift Virtualization or even base OpenShift, there are multiple requirements in any customer environment. Requirements like Networking Requirements, Storage Performance, Jump Box RHEL and binary validation (eg. nmstate binary version which is used to configure networking during Agent based install), Hardware requirements (NVME, Multi-path requirements, etc). My request through this tool is to do a  pre-install validation  of all these requirements to identify gaps and make install experience more satisfactory. 
3. Why does the customer need this? (List the business requirements here)

Recently for a POC for PetSmart we experienced issues related to Storage Performance (Though customer claimed NVME storage availability), nmstate binary was older version on RHEL 8 Jump Server impacting Networking configuration not getting implemented correctly on target control planes (bond config, route config etc not applied correctly), ISO read was causing installation failing. All these led to customer dissatisfaction and created a negative review for the product. These issues were discovered in sequence and led to extended POC deployment time and eventually led to POC cancellation.

No packages impacted as this was customer environment issue.
