podVM image may require update/upgrade due to various reasons such as:

OSC version upgrade
podvm payload updates (due to security reasons, OSC updates etc..)
podvm OS updates

The operator should be able to identify that podVM update is required, execute it and reconfigure peer-pods to use the updated image.
