Supporting customization of the cert-manager deployment

Description:
Currently, in the Red Hat–supported cert-manager deployment, scaling the webhook component beyond a single replica automatically reverts to one replica, which appears to be the default design behavior.

According to upstream cert-manager best practices, the webhook pods should ideally be horizontally scaled (replicas >1) to improve performance and availability, whereas the cert-manager and cainjector components use leader election and therefore operate effectively with a single active pod.
