OCP Support for GCP N4A machine types (Axion/ARM) and custom machine types

2. What is the nature and description of the request?
Google Cloud’s N4A family (Axion/ARM) is currently in Private Preview. Customers require OpenShift (OCP) support to provision and operate clusters using N4A instances. The request is for OCP to support this instance type for Openshift. One of the requirements include sthe functionality for defining custom machine types in OCP supports N4A

3. Why does the customer need this? (Business requirements)

• Strategic/very-large customers are blocked from onboarding to OCP on GCP without N4A support.

• GCP provider integration for Cluster API provider for GCP
• OpenShift Installer (GCP platform; install-config exposure for N4A/custom shapes)
• Release payload and RHCOS images for aarch64 on GCP (as applicable)
• Cluster Autoscaler integration with N4A/custom shapes
• Documentation for OCP on GCP (install/operations guidance)
