1.Proposed title of this feature request

Provide control over certificate rotation of some of the openshift components such that the they will be rotated during a scheduled maintenance window.

2. What is the nature and description of the request?

Sometimes the certificates rotation happen during daytime when the business is at peak hour.

3. Why does the customer need this?

The business impact is that this kind of a behaviour leads to critical alarms of the OCP infra at the Cu end and creates a panic. This leads to random pod restarts during peak hours which could potentially be disastrous.
