Simplification of OLM in HCP clusters in disconnected environments

2. What is the nature and description of the request?
Request is to simplify this by managing catalog,image streams , mirrors from mgmt cluster in a centralised fashion for all clusters without having to make cluster specific changes and without updating each HC cr or every version upgrade (z, minor or major)

3. Why does the customer need this? (List the business requirements here)
Life cycle management for HCP (OCP), default operators (RH/community/certified/marketplace) and user defined operators is challenging in case of disconnected environment for it requires setting up new mirrors (IDMS) and if required pull-secrets on each hosted cluster CR to pull new version of images of newer operator versions. This increases toil for customers to have to update each hosted cluster CR.
