      Prevent policies from failing when policy too big for etcd

      if a policy (made without use of policy generator) is too large for the OpenShift etcd limit, then the ACM policy engine handles the policy and its resources accordingly or the customer has inaccurate policy status since it won't update.  This can happen even if the ConfigurationPolicy is only managing one API object across numerous clusters as the status can be too big for etcd.
