Move PolicyGenerator into an operator implementation

2. What is the nature and description of the request?

This RFE is raised on behalf of the customer. This is an idea to move PolicyGenerator into an operator implementation, as was done for SiteConfig -> ClusterInstance. The kustomize implementation has always been fragile at best, it should be a first-class operator. It could follow the same approach as it was done for SiteConfig. The implementation would be pretty much the same, moving everything from files to ConfigMaps.

Improves the quality of RHACM.
