1. Proposed title of this feature request

Allow Customers to update servicePublishingStrategy as day 2 operation.

2. What is the nature and description of the request?

Allow Customers to change the servicePublishingStrategy of Hosted clusters without requiring the destruction of the hosted cluster (deletion).

3. Why does the customer need this? (List the business requirements here)

Currently, if a customer wishes to change the servicePublishingStrategy, they must first destroy the hosted cluster. This is not possible/acceptable in most customer environments. This significantly limits HCP customers' ability to adapt HCP over time, and significantly impacts the customers' experience with the product.

If a customer has adopted HCP and is operating large clusters, they can quickly become a burden as the control plan is unable to adapt to change within the customer environment.

For example, moving Konectivity from Ingress to Loadbalancer to workaround OCPBUGS-60582 is not possible without rebuilding the HCP clusters.

I would also be concerned about the long-term manageability of a product that cannot be reconfigured after installation.
