Ability to replace ingress-based certificates with custom certificates

The grafana route certificate is only changed through a wildcard certificate right now - through the observability-rbac-query-proxy route - https://docs.redhat.com/en/documentation/red_hat_advanced_cluster_management_for_kubernetes/2.11/html-single/governance/index#replace-cert-rbac

3. Why does the customer need this? (List the business requirements here)
Their security department is not allowing wildcard certificates to be generated
