      OpenShift latest z version should be able to upgrade to y+1 version
      2. What is the nature and description of the request?

      We follow openshift z version upgrades frequently, but when we want to do y version upgrade, sometimes got blocked because there is no upgrade path between latest z version to next y version, for example 4.16.46 to 4.17.*
      3. Why does the customer need this? (List the business requirements here)

      Upgrade y version needs to be done in a timely requirement, but blocked after upgrade to latest z version. When the upgrade path available, the z version may already moved to another version missing upgrade path to y version, then got infinitely blocked in this case.
