1. Proposed title of this feature request
[AWS EFS CSI Driver] Request to make flag --delete-access-point-root-dir= customer mutable
2. What is the nature and description of the request?
2.1- be able to set the --delete-access-point-root-dir flag to be either true or false in the EFS CSI Operator
3. Why does the customer need this? (List the business requirements here)
Customer would prefer to have the internal business decision whether or not they can deal with the cleanup of EFS volumes themselves, rather than risk losing data. For some, the preference is zero chance of data loss even if that leaves extra volumes lying around
4. List any affected packages or components.
