Router pods should rate limit the traffic coming for downed back-end to provide better DDOS protection 

2. What is the nature and description of the request?

when from a particular client source ip if traffic is flooding the Router pods they should get ratelimited to stop the resource usage for 503 errors hence it can help in dealing with the overutilization and flooding.

3. Why does the customer need this? (List the business requirements here)

Customer want to implement the DDOS protection for OCP but also looking for DDOS protection on OCP side.
