2. What is the nature and description of the request?

oc-mirror should create a file (.history) that has a list of all the times oc-mirror was run along with pertinent information such as the date and if the oc-mirror was successful in creating a mirror.tar file.  Should also contain a list of the command(s) run to generate the file.

3. Why does the customer need this? (List the business requirements here)

Customer needs a history of the oc-mirror tool to know when files were created and what versions of Openshift were downloaded and how files were created.  This will also be helpful in running oc-mirror commands with the --since flag, having a date and knowing what was download on certain dates.
