Bug OCPBUGS-50491, as discussed there:

The request here would be a major change to the functionality of the cloud controller manager, and until we can decide on an approach within the upstream, weigh up the risks and get that implemented, there is no quick fix.

It was agreed on OCPBUGS-50491 to create a RFE for this.
