Warn/Reject a PVC expansion if it exceeds current system capacity

PVC expansion cannot be rolled back, and expanding by mistake a PVC to a size bigger than the cluster capacity will cause big issues. Adding a check that blocks/warns about this would avoid critical scenarios.
