      1. Proposed title of this feature request

Support for Default One-Shot Configuration in Hosted Clusters

      2. What is the nature and description of the request?

As a managed OpenShift provider, we want the ability to apply additional configuration to Hosted Clusters as a one-time setup step. Once this configuration is applied immediately after cluster provisioning, ownership and management of it are fully handed over to the Hosted Cluster consumer.

      3. Why does the customer need this? (List the business requirements here)
ROSA HCP may requires a different default CMO configuration than OCP, so we need a way to apply this configuration during cluster provisioning. After it has been applied, ownership transfers to the customer, allowing them to adjust and manage it as they see fit.

      4. List any affected packages or components.
