Allow SR-IOV to have different PF/VF MTU.

•  What is the nature and description of the request?

Currently SR-IOV operator uses the largest VF MTU as the MTU for the PF However this is not strictly required, depending on the network device/driver.

• Why does the customer need this? (List the business requirements here)

The customer's system has 64GB of memory, and 16 PFs will use 10GB just for RX rings when the MTU is 9000. Unless the PFs need jumbo frames, that seems like a waste.
