ACS central POD HA configuration

2. What is the nature and description of the request?
We have found the when the ACS central pod restarts it is taking too long to comeup which is causing pipelines to go failures. To aviod such suitation we would like to have HA configuration, its been discussed with ACS engineering already. let us know if you need more details.
