metrics to get correct tekton pipelinerun count

2. What is the nature and description of the request?
The available metic tekton_pipelines_controller_pipelinerun_total_count does not provide the count of pipelineruns. It provides sum of pipelineruns averaged over time

3. Why does the customer need this? (List the business requirements here)
There is a need to get the count of pipelineruns for monitoring and reporting purposes. The current metric does not suffice as it averages the runs over time, which does not give an correct count of how many runs have been executed.
