Topology labeling of Nodes in a vCenter cluster with a single failureDomain

2. What is the nature and description of the request?

Customer wants to be able to register a single failureDomain in a cluster when provisioning it for the first time so that vCenter's zone and region are recognized for the created Nodes and they get assigned with the corresponding topology labels, even when no more failureDomains exists.

3. Why does the customer need this? (List the business requirements here)

They think it would be helpful and non-disruptive to have the ability to later define extra failureDomains for the cluster without the need of reassigning existing nodes later and therefore simplifying the process of adding failureDomains, as the current process of defining failureDomains after a cluster is created involves having to create new machinesets and deleting old ones.
