Simplify SR-IOV usage with MicroShift

2. What is the nature and description of the request?

SR-IOV can be used with MicroShift today, by manually configure VFs on os level and then map VF to pods using multus. That is clumsy and non-declarative.

It should be possible and supported to at least use the k8s sr-iov device plugin and sr-iov CNI with MicroShift. Best case, discovery and management from the sr-iov operator on OpenShift is also supported

3. Why does the customer need this? (List the business requirements here)

This is required by customers running network intensive workload, i.e. in telco and industrial contexts.
