Create ConsoleLink objects in OpenShift console for Central routes

2. What is the nature and description of the request?

Customer has requested that ConsoleLink objects (in the ApplicationMenu location) be automatically created for Central routes.  They note that other OCP applications (such as Argo CD) default to this option, and they'd like to see RHACS do the same.

3. Why does the customer need this? (List the business requirements here)

Convenience primarily.  It removes a post-installation step that they otherwise have to manage.
