Support for proxy configuration in the Custom Metrics Autoscaler

2. What is the nature and description of the request?

The Custome Metrics Autoscaler has the following feature:

•  features.operators.openshift.io/proxy-aware: 'false'

That means, if the data source is external to the cluster and needs to use a proxy to reach the data source, then that might not work, depending upon the scaler.

3. Why does the customer need this? (List the business requirements here)

The customer is using proxy in their environment and are blocked by missing the option to configure it for this operator.
