There aren't any metrics that we can use to track external authentication providers on the management cluster side. 

We should add metrics for this so we can create dashboards and alerts to help identify issues.

This was raised in XCMSTRAT-574. Initially, we agreed on prioritising metrics around the external authentication provider status.
