Please add resource limits and requests to monitoring.rhobs/v1alpha1: ThanosQuerier

This object does not currenly have resource request or limits, as other COO objects do.
It has been made clear to the customer that they should not expect per container requests and limits.
but each object should have pod level specs.

Customer has accepted server-side apply as a workaround for this.
