Create a console plugin for the external secret operator

3. Why does the customer need this? (List the business requirements here)
A console plugin would help the customer with their two use cases:

• Short lived dockerconfigjson secrets for Quay using QuayAccessToken generator and ExternalSecret resource
• Syncing secrets from Google Secrets Manager using workload identity federation for instances where the Secrets Store CSI driver will not fit the use case (secrets store CSI driver can also sync secrets but that secret is only synced during the lifetime of the pod that has an associated volume attachment, which is not ideal)
