Remove any uncessary component in the OCP payload images  and Red Hat-supported OLM operators in order to minimize CVEs

2. What is the nature and description of the request?
OpenShift core payload images and operator images should lower the rpm package count as much as possible to reduce the amount of components that are not required at runtime but frequently carry CVEs

3. Why does the customer need this? (List the business requirements here)
Customers complain about the constant CVE triage of our product images that are leading to a large efforts and delays in adopting newer OCP releases and layered products
