1. Proposed title of this feature request
Introduce an option to scale the openshift-console replicas without requiring the console-operator to be set to unmanaged
2. What is the nature and description of the request?
Currently there is no option to scale up the openshift-console replicas from 2. Only option to scale the replica by setting the console operator pods in to unmanaged state.
3. Why does the customer need this? (List the business requirements here)
During an AWS Availability Zone (AZ) failure simulated using AWS FIS, the console becomes inaccessible when only two replicas are present. However, this issue does not occur when the simulation is performed with three replicas, configured by setting the operator to unmanaged.
