      1. Proposed title of this feature request
Support IBI/IBU for MNO such as compact/standard cluster

      2. What is the nature and description of the request?
Partner Samsung requested if it is possible to apply IBI/IBU for MNO such as compact/standard cluster

      3. Why does the customer need this? (List the business requirements here)
Partner Samsung states that IBI/IBU is very powerful for operators, it will be a big advantage for RedHat compared to Windriver if it is supported for Multi node
IBI/IBU approach is particularly useful for MNOs with extensive, distributed infrastructures, as it simplifies the end-to-end installation and reconfiguration process at remote sites. At this time RedHat IBI is specifically designed for single-node OpenShift clusters, and not for standard multi-node clusters. Similarly IBU upgrades are supported for only single-node OpenShift clusters.
The prerequisites for IBI include having a hub cluster (RHACM or multicluster engine), the IBI Operator installed on the hub, and the target host pre-installed with OpenShift (Samsung start installing ACM Hub cluster in their environment and ready for IBI/IBU approach if supported).

      4. List any affected packages or components.
SNO, Compact, Standard Cluster, any OCP versions
