Influence order of pod evictions during node drains

2. What is the nature and description of the request?
Currently when the Machine Config Daemon (MCD) drains a node, there is no way for a user to influence the order of the pod evictions on that node, and this request is to add that functionality.

3. Why does the customer need this? (List the business requirements here)
For the customer's use case, they want a Splunk collector pod to be evicted after all other pods have already been evicted. This is because otherwise the Splunk logs from those other pods will be lost.
