1. Proposed title of this feature request: Install metal components on hosted cluster when baremetal capability is enabled

2. What is the nature and description of the request?
Metal components like cluster-baremetal-operator should be installed on the hosted cluster when its baremetal capability is enabled. 
Also, the baremetal capability should be disabled by default (so that no metal components are installed by default). This will keep hosted clusters free from metal components when they are not needed. The user should be able to explicitly enable the baremetal capability if they need it.

Hypershift, hosted control planes
