Prevent displaying "Upgrade Available" in the OCP console until previous upgrade has completed.
What is the nature and problem description of the request?
A customer ran into an issue where they started an upgrade despite the previous one having not finished because they saw that it was available and could be selected.
Why does the customer need this? (List the business requirements here)
To prevent upgrades being stuck because they were unaware the previous one never completed.
