`basicAuthConfig`  for HelmChartRepository

2. What is the nature and description of the request?

Currently there is no way to add credentials for authentication for a cluster scoped HelmChartRepository.  Need a way to add a secret for basic authentication for a helm repository added cluster wide.

To add credentials for cluster scoped HelmChartRepository
