      1. Proposed title of this feature request:
      Validate the compatibility of installed operators with ocp targeted version before initiating the ocp upgrade

      2. What is the nature and description of the request?
      While initiating the upgrade (oc adm upgrade) for OCP cluster, there should be a way to validate the compatibility of installed operators in the cluster with respect to the targeted version. I.e. the ocp version the customer wants to upgrade to.

      3. Why does the customer need this? (List the business requirements here)
      We get many cases where the upgrade is stuck because the cluster operators are not compatible and it blocks the upgrade. So, in this case the customer needs to upgrade the operator first in order to resume the ocp upgrade. If the customer gets this message before initiating the upgrade, it will help in reducing downtime.
