1. Enable customer to use external authentication when provisioning with Terraform by adding the below flag:

--external-auth-providers-enabled

2. Customer is performing automated ROSA HCP deployments and further management (e.g. install operator) with Terraform.
3. Customer does not provide its own IDP, Thus requiring break-glass tokens.
