1 - Proposed title of this feature request: provide a `roxctl` list of available clusters for delegated image scanning.
2 - Who is the customer behind the request? see private internal comment
3 - What is the nature and description of the request? Delegated image scanning handles scanning requests for "Central-originated" scans, such as roxctl and API requests. In the RHACS UI, there is one designated spot to change this configuration. However, when using the --cluster flag in a roxctl scan, the --cluster flag will override the UI settings (by design). In the event where the cluster handling delegated scanning goes down, multiple developers will need to update the --cluster flag in their roxctl scan, and they need to be able to quickly identify which clusters are available (healthy) to select from. This inefficiency is a pain point for the customer.
4 - Why does the customer need this? (List the business requirements here) The customer utilizes delegated image scanning in their workflow, and multiple developers are using `roxctl` with the --cluster flag. If the cluster for delegated image scanning goes down, they need to quickly identify which clusters are available / healthy to select for the --cluster option. In the customer's words:
"Suppose the cluster selected for dedicated scanning goes offline... thousands of our developers need to update --cluster parameter in roxctl command."
5 - How would the customer like to achieve this? (List the functional requirements here). The customer has multiple distributed developers utilizing the roxctl --cluster flag, and they would like these developers to have the ability to quickly see via roxctl which clusters are available and healthy for delegated image scanning.
6 - For each functional requirement listed, specify how Red Hat and the customer can test to confirm the requirement is successfully implemented. roxctl would provide a list of available healthy clusters which the customer could select for delegated image scanning. It would either (1) not show unhealthy clusters or (2) identify the health status of all clusters.

8 - Does the customer have any specific timeline dependencies and which release would they like to target (i.e. RHEL8, RHEL9)? no
