1. Proposed title of this feature request

Add ability to create repositories (public/private)  on push per organization instead of globally.
2. What is the nature and description of the request? -  Currently while using proxy pull through repos, one of the lacking features here is that you cannot pull from it with service accounts from other organizations, this makes the pull throughs not generally accessible and they need dedicated access. Creating robot accounts for each user here is not an option.

3. Why does the customer need this? (List the business requirements here) - 

proxy pullthroughs are not usable unless you have an AD service user or use your personal token. They should be accessible through robot accounts from the customer namespaces.
