      1. Proposed title of this feature request
Global HTTP query param support for amtool

      2. What is the nature and description of the request?
Global HTTP query param support for amtool

More details can be found here: https://github.com/dronenb/alertmanager/commit/f28cd219bdbe5c12d2f9f2bb7117ad83c86c56ac

      3. Why does the customer need this? (List the business requirements here)

Business reason: tenants leveraging user workload monitoring are presently unable to use amtool to interact with alertmanager due to the inability to add the necessary namespace HTTP query parameter required for kube-auth proxy and prom-label proxy to work. As such, they cannot use the standard amtool CLI to manage silences, etc. I did a PoC to add the ability to add these query parameters to amtool and that worked fine with the tenancy alertmanager using customer RBAC through kube-auth-proxy and prom-label-proxy.
