[Shift-on-Stack] Floating IP request and assignment upon Egress IP object creation

2. What is the nature and description of the request?
Customer wants to be able to create Openshift EgressIP object without providing the actual IP, but rather having the OCP generate a request to the OSP API to assign a FIP and use the assigned FIP as the Egress IP.

3. Why does the customer need this? (List the business requirements here)
The customer is offering Cluster-as-a-Service for internal customers who do not have access to the Openstack environment and needs them to be able to use the Floating IP for internal (legacy) firewall
