2. What is the nature and description of the request? Modification of cloud provider properties of EC2 instances on existing cluster/node-pools

Today, customers have to either specify attributes like Security Groups and AWS Tags assigned to the EC2 instances part of the node pool at the time of creation or delete/create node pools and migrate the workloads over. AWS APIs for EC2 instances support attaching/removing Security Groups, or AWS Tags in place w/o restarting the EC2 instances.
