Support for snmp power management driver

2. What is the nature and description of the request?

Customer is seeking for a support of snmp driver for managing power state of Baremetal nodes. 

They are using a mix of Redfish, ipmi and snmp hardware. The snmp is mostly a non-server type equipment.

3. Why does the customer need this? (List the business requirements here)

Lack of snmp support prevents the customer for utilizing a large number of their equipment in the BMaaS cloud
